Here are some tips as you requested:
-Blur shading = Bleh (IMO). Try cell shading. (Search deviantart for examples and tuts)
-Are the things on her shoulders hands? If so, try to work on hand shapes. They look really off.
-BLUR = BAD BAD BAD. (But that's only my opinion)

Will do, :). I tried blurring it to make it seem less choppy, I now see how messy it looks! Lol.
Her head was supposed to be on her hands, but I can see how you could think that.
